Organizing a Congregation and Planning to Build a Church 

After his field survey (see previous article for more context), it showed that there was interest in a new Lutheran church in the Shorewood -Whitefish Bay district. Three meetings were needed to organize the new church. The first meeting was held to see if there was enough interest in forming a new congregation. If there was enough interest from that, then the second and third meetings would organize the new congregation 
 
August 15, 1929
The first meeting of men interested in forming a new church was held at the home of LeRoy L. LeBudde. Six men plus Mr J.N. Janis from the mission board and Pastor Baughman attended. There must have been a lot of interest. The group set up an organization meeting on September 9 at the Henry Clay school. Roy Papenthein was asked to complete plans for a new Church building.
 
September 9, 1929
Sixteen men attended this meeting held at Henry Clay School. Pastor Baughman presided. Here’s a summary from the meeting minutes:
On motion made by LeRoy LaBudde and seconded by Alfred Locke the new congregation would be named BAY SHORE EVANGELICAL LUTHERAN CHURCH. 
The church constitution was adopted and the church council was elected. The members of the  first council were Alfred Locke, Roy Papenthein, George Hage, Edward Hardke, Louis Zarling and Emil Johnson.
 
At this meeting, Alfred Locke gifted Bay Shore lots with the option to buy a fourth lot for $2000 at  present day intersection Marlborough and Wildwood Avenues- Northeast corner. Roy Papenthein also gifted the design and blueprints for the church building. As a result the following motions were made , seconded and passed unanimously:
Accept the building plans donated by architect Papenthein 
Authorize the the church council to raise funds and immediately erect a church building at Hampton & Humboldt (Marlborough) Avenues.
 
The church council was authorized to negotiate a loan on the lots for an amount not to exceed $4000.
The church council was also authorized to to buy the fourth lot for $2000.
The church council council was instructed to negotiate a temporary lease with Alfred Locke for the lot on the Southeast corner of Hampton & Humboldt Avenues. Until the new church was built the congregation would hold services at Henry Clay School.
 
The plan was to have the new church completed by October, 15, 1929.
 
September 11,1929
The church council was organized at this meeting.
Incorporation paperwork was signed by the church council, witnessed and notarized for the creation of Bay Shore Lutheran Church.

Alfred Locke- real estate developer     Louis Zarling- tool inspector- A. O. Smith
Roy Papenthein- architect                    George Hage- Whitefish Bay police chief 
Emil Johnson- Stock Broker.                 Edward Hardtke chief engineer 
                                                               Seaman automobile Body plant 
                                                               ( AMC Body plant- Capitol Drive)
 
 
Five of the six members were under 40 with Emil Johnson the youngest at 31.
The oldest council member was Edward Hardtke at 62.

From Bob, Comptroller

Bob Graveen is Bay Shore’s Comptroller and has been in that role for almost 13 years.

Bob moved to the Milwaukee area in 1995, and became a member of Bay Shore in 2002. Bob worked for the City of Milwaukee for 15 years before his retirement in 2023. His duties there included working with federal and state grants, and making sure that the city fulfilled all requirements.

He enjoys going to the gym, taking trips up north, going to Brewer games, and attending car races at Iowa Speedway and the Indy 500.

Bob now enjoys coming to the church often, doing our bills and reconciling our accounts for the Treasurer, and, in his words, “bothering Kate, Marissa and Pastor.”

We are grateful for the duties that Bob performs here at the church! You may see him often also serving as an usher on Sundays, too.

Pastor A. C. Baughman

First Pastor at Bay Shore Lutheran Church 

Pastor Alden Christian Baughman was born in Ohio in 1894. He was married to Grace and eventually had two daughters and a son. After four years as Pastor at Redeemer Lutheran Church in Hartford, Wisconsin he resigned and was installed the position of Field Missionary Pastor in Milwaukee in 1928. He was one of several Field Missionary Pastors the synod had in Wisconsin.

Pastor Baughman would establish or assist establishing the following churches in the Milwaukee area:

Bay Shore Lutheran Church, Whitefish Bay- 1929

St. Peter’s Lutheran Church, Milwaukee-1931

Jackson Park Lutheran Church, Milwaukee- 1932

Nativity Lutheran Church, Wauwatosa- 1933

He also was a supply pastor and established Sunday Schools, Luther League chapters at existing churches and volunteered as the Lutheran Chaplin at the YMCA summer camp one week per summer.

After establishing Nativity Lutheran Church, Pastor Baughman would remain as the church’s permanent Pastor until 1942 when he resigned to be a United States Army chaplain serving at several stateside bases throughout World War II.

After he was discharged, Pastor Baughman served as the Assistant Pastor at Lake Park Lutheran Church until 1947 when he took a position as an assistant professor at Midland College in Fremont, Nebraska.

Pastor Baughman died August 12, 1975, in Topeka, Kansas. 

Interesting facts:

-When he was an army chaplain, Pastor Baughman counseled German  P.O.W’s who were also Lutheran Pastors that were forced into battle by Adolph Hitler.

-Pastor Baughman was the only Bay Shore pastor that participated in the dedication services for all three church buildings that have housed Bay Shore Lutheran Church.

It all started in 1929…… 
Bay Shore Lutheran Church got its start thanks to an observant Pastor named the Rev. John Fedders. As the Pastor at Lake Park Lutheran Church, he noticed a steady population growth in what was then called the Shorewood-Whitefish Bay District. 
Pastor Fedders contacted the Field Missionary Board of the United Lutheran Synod and on June 15, 1929, Field Missionary Pastor E.A. Baugham arrived to do a survey of the Shorewood- Whitefish Bay District. In July 1929 the Missionary Board, based on Pastor Baugham’s field study, approved a mission church to be started in Whitefish Bay. 
 
Interesting facts:
-Lake Park Lutheran Church started as a mission church from Redeemer Lutheran Church.
-Pastor Baugham founded three churches in the Milwaukee area as a missionary pastor- Jackson Park Lutheran, Bay Shore Lutheran and Nativity Lutheran.
-Pastor Fedders was involved with Goodwill Industries in Milwaukee shortly after it was founded and when it was operated out of Summerfield Methodist Church.
 

From Tom, Maintenance Engineer

As the church’s Maintenance Engineer, I do minor repairs and maintenance around the building. And I also coordinate major repairs completed by outside contractors. In general, the church is in good condition for its age. We have not had a lot of work done. An interesting thing that I have noticed is that I am replacing more fluorescent light bulbs. Since most of them are over 20 years old this is not surprising. I use LED replacement bulbs. They are more energy efficient  and better for the environment. Any guess on how many fluorescent bulbs we have😁?

 
I plan on completing a couple touch up painting projects. I also plan on cleaning up some of the storage areas. We have been collecting stuff for seventy years.

Tom Johnson

Tom serves on our Building and Grounds Committee. We are always looking for new members for this committee–and we invite you to join us if you like painting, minor plumbing, minor yardwork and more. We contract much of the hard labor, but we have much to do to keep our building in shape.
